In order to clarify the role of employment support institutions and credentials required in supporters, we must understand what the company, which is one of the parties of the employment of persons with disabilities, expects from employment support institutions. In this research, company needs for support and the skills required in supporters will be summarized based on hearing and questionnaire surveys targeting companies and support institutions. This material is expected to be leveraged as useful material not only for companies which employ persons with disabilities and supporters in employment support institutions, but also for companies with intentions of newly employing such persons.

At workplaces, we need to infer not only clearly expressed emotion, but also more complicated and ambiguous emotion from tones and faces. In this research, we developed expanded version of test of emotion recognition by Facial Expressions and/or Tone to evaluate the characteristics of persons with developmental disability when they judge other persons' pleasantness from ambigous prosodic or facial expressions. We can use this report as a material to clarify the criteria for the evaluation of communication by persons with developmental disability and issues of support to them.

We have been conducting a panel survey (a longitudinal study of the same group of people over placement, job retention, and maintaining and improving a working life. The purpose of our research is gathering the basic resources to develop plans and measures for improving an employment management of people with disabilities in business and facilitating employment.

Thanks to the innovation of information technology, development of support equipment, and improved training and grant systems, the possibility of people with visual disabilities employed as office worker is increasing. In this study, actual examples of how people with visual disabilities conduct their work were collected in Japan and abroad. We hope that this study as well as the leaflet entitled 'Increasing the Employability of Office Workers with Visual Disabilities' will be of help to company personnel and the support center professionnals to further promote the employment of persons with visual disabilities.

We made a survey of companies and employees with disabilities, a hearing survey of workers with disabilities, case examination of advanced efforts made by both educational institution and forward-looking companies in employment of persons with disabilities. Based on the above, current conditions and issues relating to diverse career development of persons with disabilities including, mental disabilities, developmental disabilities, and Higher Brain Dysfunction, were made clear and organized. We hope that this report can be used as an information resource to promote both career development support for persons with disabilities and effective cooperation between related institutions.

What can be done in order to revive the employment rate of persons with disabilities which has stagnated within small and medium sized Enterprises?
In this research, in addition to a survey of companies, an employment/vocational support institution survey is performed for the purpose of performing a diversified analysis and in order to propose methods to small and medium sized enterprises regarding the promotion of the employment of persons with disabilities.
We hope that this research will be used effectively in combination with easily understandable pamphlets by small and medium sized enterprises and support institutions for the promotion of the employment of persons with disabilities.
No.113 Research Regarding Human Resource Education Programs Using Social Skills Training (SST) -Workplace Communication Skill-up Seminar (Draft) Development- (March 2013)

In this research, a human resource education program (draft), aiming at supporting both employees with disabilities and employees who support those with disabilities in the workplace, has been developed to expand human resource education within companies. This draft is subject to further change and improvement. During the development process, basic structure and design of the program have been suggested to be effective in improving communication skills. This material is expected to be used in considering human resource education at companies employing persons with disabilities and support for employers at vocational support institutions.

Based on opinions and cases of maintaining employment which were collected from vocational counselors, human resources personnel and specialists, the report provides directions as to how support for employment maintenance should be. Current status and problems of legislation and policies for employment of persons with disabilities in Germany, France, the UK and the US are described and perspective and possible influence on legislation and policies in Japan are explored. Convention on the Rights of Persons with Disabilities is to be finalized and this report offers useful information to relevant researchers and companies along with Material Series No.58 "Current Legislation and Measures for Employment of Persons with Disabilities in Western Countries" which gives a detailed explanation to a table titled the same.

"Guidebook for employment of persons with mental disabilities" prepared based on research result is expected to be utilized for employment of persons with Mental Disabilities at business offices.

Since 2008, Ministry of Health, Labor and Welfare(MHLW)has been promoting Step-Up Employment Program for Persons with Mental Disabilities, where person with mental disability can start from working for short hours and gradually lengthen it depending on situation of the job or workplace, in order to make transition to regular employment. This research shows results of the survey on Step-Up Employment Program for Persons with Mental Disabilities and hearing survey of companies or supporting organizations and cases of support applied total package during Step-Up Employment Program for Persons with Mental Disabilities, and proposes the effective support. This report is expected to be practical data when making use of Step-Up Employment Program for Persons with Mental Disabilities effectively.

We conducted a questionnaire survey on companies which have been taking an advanced approach to employment of persons with disabilities and a hearing survey on companies and employment support institutions which have been taking a progressive approach to job retention of persons with disabilities. "Job Retention Support for Persons with Disabilities -A handbook for employment support institutions-", which is based on the research results is largely expected to offer clues on promoting job retention of persons with disabilities and to be utilized for approaches for job retention of persons with disabilities in companies.

We have been conducting a panel survey (a longitudinal study of the same group of people over time) to clarify the whole image of a working life cycle of people with disabilities including a job placement, job retention, and maintaining and improving a working life. The purpose of our research is gathering the basic resources to develop plans and measures for improving an employment management of people with disabilities in business and facilitating employment. This report summarizes processes, status of continuance and changes during the period from the first survey to the second survey, which have been carried out before 2011.

This report consists of two parts. Part 1 of this report clarifies various consideration and actual condition of support provided by employers when hiring persons with disabilities through questionnaire and interview surveys. Part 2 discusses tasks toward ratification of Convention on the Rights of Persons with Disabilities based on the recent changes observed in Germany and France in various measures concerning ban on discrimination, reasonable accommodation, and employment quota that exist behind Convention on the Rights of Persons with Disabilities.

This research surveyed on promotion of job assistance in cooperation with medical institutions by: [1] organizing fundamental knowledge in order to share information; [2] understanding conditions and problems in assistance for persons with aphasia through medical institutions and support organizations; [3] clarifying information and roles which these organizations seek in the other. These findings are expected to be utilized as a reference when medical and support organizations cooperate with each other to offer assistances.

As a result of efforts to create countermeasures for intractable diseases in the past 40 years, many persons with intractable diseases are able to work if arrangement for hospital visit and reduced workload options such as deskwork are provided. This study demonstrated such situations, problems and proper employment management at work, local medical care, and support for employment using the empirical data. It also provides data for various diseases to offer appropriate employment management and support, that combine disease management and safety considerations with promotional work support.

The study shows consideration, arrangement and devices to reduce/avoid various restrictions and to simplify work based on the case study conducted in agricultural businesses which employ persons with disabilities and promote stable management. It also mentions: efforts to facilitate employment of persons with disabilities in peripheral areas of agriculture; technological innovation in agriculture; current status of industrial development in agriculture. The NIVR expects that this report will be used as a basic reference in order to discuss employment of persons with disabilities in agriculture industry from the viewpoint of vocational rehabilitation.

This research aims at clarifying the problems of persons with developmental disabilities at companies concerning adaptation to work places and measures for them. A survey was conducted on special subsidiary companies and general companies. The survey clarified the support system at special subsidiary companies; requirements for adaptation to companies for persons with developmental disabilities; expected levels and time of achievement for communication skills and business manners. These findings are expected to be utilized as a basic reference when offering support prior to work and when urging enterprises to understand contents and scopes of arrangements required for individual disability characteristics of the persons with disabilities.
