No.60 Study on Workplace Improvement and Work Support Tools to Expand Employment Fields of Persons with Disabilities (March 2004)

Part I "Study on Workplace Improvement for Employing Disabled Persons" is organized based on a comprehensive classification of workplace improvement situations observed at workplaces. By analyzing the data applied for the "Workplace Improvement to Promote Employment of Disabled Persons Contest", which was conducted by the Ministry of Health, Labour and Welfare and the Japan Organization for Employment of the Elderly and Persons with Disabilities, 1,277 cases for improvement were obtained. For easy reference of this information, database software was also created.
Part II "Study on the Development of Tools as PC Use Manuals for Employing Intellectually Disabled Person" is a research project for developing an assistance manual to allow intellectually disabled persons to use PCs at their workplaces. Three editions were created: "Windows Operation Edition", "Document-Preparation Edition", and "Data Input Edition"; all available on the market.
No.59 Study on the Effect of Placing Orders to Companies Employing Many Persons with Disabilities in relation to the Employment and Work for Persons with Disabilities (March 2004)

For the purpose of clarifying how placing and receiving orders affect the securing of work places for disabled persons, the study examines and analyzes various situations related to assistive organizations for home-based workers and home-based working disabled persons; policies of local governments for placing orders; enterprises employing disabled persons and sheltered workshops/worksites of the order-receiving side; and enterprises placing orders.
No.58 Study on the Concept of Family Support for the Employment of Persons with Higher Brain Dysfunction (March 2004)

The study is to grasp the current status of family support offered to persons with higher brain dysfunction so as to review the concept of family support in vocational rehabilitation. By case study of 3 subjects who took advantage of vocational rehabilitation organizations, the study reviews the function of family and the necessity of support to promote self-awareness and family understanding of the disability, through the process until they return to work. Based on the information, the study suggests the method and the concept of family support in vocational rehabilitation.
No.57 Comprehensive Study on the Vocational Rehabilitation Techniques Centered on Persons with Mental Disabilities (Final Report) (March 2004)

The report summarizes the concept, constitution and contents of the "Integrated Support Tools for Assessment and Training (Total Package) to promote work adjustment", which are techniques developed through "Comprehensive Study on Vocational Rehabilitation Techniques Centered on Mentally Disabled Persons" for evaluating and supporting mentally disabled persons and persons with higher brain dysfunction.
No.56 Study on the Issues for Career Guidance of Persons with so-called "Learning Disability" (No.2) (March 2004)

The study reviews the changes for the definition of learning disability and its significance over an 8 year period. It also reviews the trait in adolescence by case study. Furthermore, it reviews from the viewpoint of reevaluation in adolescence and available tests and offers issues for reevaluation. Based on all of the above, the study summarized the issues for career guidance transition of youth with "learning disabilities" who is in vocational rehabilitation services, considering the changes related to the "transition from school to work". This is the final report of a research performed by the National Institute of Vocational Rehabilitation under the theme of "learning disability".
No.55 Study on the Techniques to Support Persons with Various Developmental Disabilities for Adjusting Themselves at the Workplace and at Work (September 2003)

The direction, of training and guidance in vocational rehabilitation in this study, is placed on the enhancement of individual self-management capability, so the study reviews the concept of training and guidance for effectively promoting the development of this capability.
The results indicate that, for the purpose of promoting vocational independence of disabled persons through vocational rehabilitation services, it is possible to utilize the "self-management training matrix" with a vision to develop "self-management skill", combining various teaching/guidance techniques there, and also that it is possible to conduct a qualitative analysis of the effects of training and support offered in various scenes by understanding figures continuously such as using the quantification of performance defined as dependent variable.

Due to an increase in the numbers of job seekers and employment of mentally disabled persons, support is needed not only at the time of obtaining employment but also for the continuation of employment. As a result of this situation, with an aim to clarify an effective support method for mentally disabled persons, the study collected and analyzed information including support knowledge as well as examining the effect of those methods on new work styles, by the following two methods: (1) Examine 4 cases for approximately 6-months in the "Short-time work and Pair-work" at the vocational center of the National Institute of Vocational Rehabilitation, etc. using questionnaires, as well as analyzing the results (2) Visit 7 facilities for mentally disabled persons subjects and conduct an interview survey regarding the current status of the group work and knowledge of work support to clarify the effects and issues.
No.53 Toward the Establishment of a Community Support Network that Assists Persons with Intellectual Disabilities at Work and in Life (December 2002)

The study conducted visit survey and interviews concerning knowledge and measures for establishing a community network comprising various related agencies and organizations to integrally support intellectually-disabled persons at work and in life. The results are summarized in a total of 14 chapters, categorized by 4 sections: (1) Method for integrally supporting work and life, (2) Concept for the promotion and efforts toward the establishment of community support scheme, (3) Activities of job coaching for establishing a community support network, and (4) Utilization of the concept and methods of care management toward establishing community support network in the field of vocational rehabilitation.

Establishing a Five-Year plan from 1999 to 2003, and for the purpose of assistance on suitable employment for mentally disabled persons and persons with higher brain dysfunction, evaluation and support techniques that can be utilized at specific work environments and actual work sites have been reviewed. This report summarizes the status from 1999 to 2001 as well as how to proceed with a plan for the future.
No.51 Development of Magnification Reader Aid based on User Needs - Study on the Development of Magnification Reader Aid for Persons with Adventitious Visual Impairment - (September 2002)

Magnification reader aid is an important work support device for visually impaired persons, and there seems to be little to be improved from a viewpoint of technology after more than a quarter of a century has passed since its invention; however, there were many requests from users at worksites for more small and lightweight devices. Based on those requests, the study carried out trial production of two types of magnification readers: a "Space saving type" utilizing a LCD screen mounted on an arm that replace conventional stationary type; and a "Portable type" where portability within the school or workplace (which was overlooked until recently) is easier than that of conventional type. Furthermore, taking an opportunity from this study, the Japan-first magnification reader aid utilizing a laptop computer was invented.
No.50 Study on Guidance for Persons with Intellectual Disabilities to Get a Job (August 2002)

As to employment of intellectually-disabled persons, it is desirable that the consensus among the people involved in their support (school teachers, parents, and employers) is achieved. In the research report No.34 "Issues on Guidance for the Persons with Intellectually Disability to Get a Job and Job Accommodation - Through Comparison of Opinions from Employer, School Teacher, and Their Parents -" reviews this point, making it clear that the consensus among people involved is generally achieved in terms of issues to make too much of suitable employment. The result seems to relate to the fact that the employers surveyed were introduced through school connections and therefore, the employers were positive and affirmative toward the employment of disabled persons, such as "having a successful experience" and/or "establishing a reliable relationship with the school" as to the employment of intellectually disabled persons.
Accordingly, this study conducted a survey on the "opinions and viewpoints concerning to employ the person with intellectually" targeting employers who do not have such employment, and discussed the issues to the employment of intellectually disabled persons.
No.49 Study on a Method to Understand Work Trait through Work Activities (June 2002)

As a method of vocational evaluation for mentally disabled persons, the study reviewed and organized matters to be evaluated in keeping with the actual work samples at sheltered workshops and welfare workshop for the person with disability, using an approach of "work evaluation" that studies the characteristics in actual work activities and organizes them as matters to be evaluated. It also analyzed and summarized the functions that vocational preparation training and work items in Local Vocational Centers for Persons with Disabilities carry out in relation to the understanding of work trait as well as issues on work training offered in vocational preparation training, and so on.

The study discussed the possible methods and their problems: focusing on the diversification of types of employment; human support systems and the role of professional staff; as well as the role of financial benefits as safety net and their implication for work opportunities.

For the purpose of contributing to the accumulation of knowledge and for the formation of counseling techniques in vocational rehabilitation for experts at placement service of disabled persons, the study compiles the methods of distributing (collecting) personal private data on disabled persons and matters of consideration during the course of entrance examination, through interviews with experts in vocational rehabilitation.
No.46 Study on Communication Aids for Supporting Persons with Multiple Disabilities of Vision and Hearing at Work (March 2002)

For the double disabilities of vision and hearing, the disability characteristics are so widely-ranged that various approaches are required from a viewpoint of work support. First, focusing attention on finger Braille with which higher communication is possible, the study is conducting research on an assistive device that makes it possible for deaf blind people to communicate with persons without disabilities without relying on finger Braille interpreter. Next, the study conducts research of a system to display not Braille but text itself on a haptic display, for deaf blind people who are not able to use Braille.

This Study is a part of the research "Empirical Study on the Age-associated Changes of Disabled Persons' Vocational Capability and the Countermeasures" to clarify the effects of aging on the vocational capability of persons with intellectual disabilities following No.31. This report contains analysis of the effects of aging on various mental and physical functions based on field measurements of the persons, and presents basic data of their vocational capabilities.

This is a report from the special research committee on "Empirical Study on the Age-associated Changes of Disabled Persons' Vocational Capability and the Countermeasures" that follows No.31, 43, and 45. In order to promote and maintain the employment of intellectually-disabled persons, it is indispensable to know the actual situation of age-associated issues in employment and occupation as well as reviewing the countermeasures. Part I provides the content of the report, and Part II comprises the data submitted during the course of discussion in the committee.

This study follows the study No.31 and No.45 as a part of the research "Empirical Study of the Age-associated Change of Vocational Capabilities and the Countermeasures of Persons with Disabilities". In Part I,in order to empirically clarify aspects of the age-associated changes of broad vocational capabilities including physical and mental functions,we determined relationship between actual job performance and fitness for work focusing on mental and physical functions as its components. In Part II,we determined trends of the age-associated change in persons with intellectual disabilities using the "Kano mortor ability test" and regression analyses.

Issues for transition from school to work were discussed and, issues for cooperation of vocational rehabilitation with schools was reviewed. Literature research and interviews, as well as grasping the current status and issues related to the transition from school to work for intellectually disabled students in regular classes by comparing these students with those students in a school for the disabled, in order to organize the problems on issues in the transition of intellectually disabled students from school to work.

Recent prevalence of multimedia in the personal computer world is inducing an increase of documents that include graphical information other than text. Under such circumstance, the study carried out a trial manufacture of "haptic mouse" that is compact, haptic display applying virtual reality technology, and two-dimensional haptic display system using a high-density haptic display element (haptic graphical cell), as well as reviewing the availability of these as a measure for presenting graphical information.
