No.40 Social Enterprises by the Employment Promotion of Persons with Disabilities in EU Countries(March 2008)

There has been an increase in the employment of persons with disabilities by the social enterprises in EU. This study, in its first chapter, discusses the overall policies on entrepreneurship and social enterprises and the results of these policies regarding the employment of persons with disabilities. The second chapter includes a current situation on employment of persons with disabilities by the German social enterprises as an active labor market policy, and the results of the"Integration Project" by the German Labor and Social Ministry. The third chapter includes a current situation of France, which is under the quota system as in Germany, about the development and the importance of French social enterprises in French economy and the Entreprise Adaptée which recently integrated workshops and the telework. The fourth chapter discusses the English policies to promote social firms as well as other social enterprises and survey results of the social firms. The fifth chapter discusses the Spanish policies on social enterprises including Cooperativa de Trabajo Asociado, the Sociedad Laboral, and the ONCE.

The study group on vocational guidance for the young people with developmental disabilities was set up and the problem of employment support for young people in difficulty finding employment was discussed. This paper reported about following four points: (1)Problem about young people who are not easy to access employment service; (2)Current situation and problem of organization that supports unemployed young people; (3)Support needs and vocational readiness of the young people with developmental disabilities were examined; (4)Necessity of cooperation of employment support measures for young people and employment support measures for people with disabilities.

No.37 A Survey of Issues of Community System to Support Employment of Persons Needing Continuous Medical Treatments and Care (March 2007)

The survey was conducted in November, 2005, as a part of the project research "Comprehensive Research concerning a Development of Community Support Network in Cooperation of Labor, Health, Medical and Welfare Sectors for Working Life of Persons with Disabilities." The results of the mail survey of organizations of nationwide medical, health and welfare sectors were compiled. Many organizations of medical, health and welfare sectors conducted employment supports as a part or an extension of livelihood supports to deal with needs for employment and improvement of quality of life of their clients. The supports were with a purpose of making employment possible despite of diseases and disabilities, and with investigative tries and errors. Also their strong needs for cooperation with employment support organizations and future possibility of strengthening of the cooperation were identified.

Various materials developed through the demonstration program of the Customized Employment in the U.S. were analyzed for an introduction to Japan, and then originally compiled as a form of a manual for Japanese users to understand and interactively implement the key practices such as supported employment, person-centered planning, marketing to employers as customers, and one-stop approach. The eight chapter manual is intended to be friendly for newly involved community practitioners to employment supports and for other beginners of community support for persons with disabilities.

In Japan many blind and visually impaired persons have been engaged in massage, acupuncture and moxibustion. Since the 1960s, however, changes in our society such as the advancement of higher education for blind and visually impaired persons and the development of computer technology have been promoting the cultivation of new employment fields and the expansion of employment opportunities. This document summarizes the current situation and issues of support services for persons with visual disabilities based on various materials published, together with briefings on the history of expansion in employment opportunities.

The document comprises translations of materials regarding employment of persons with disabilities published by the U.S. federal government, in the timing when specific administration and issues of the Americans with Disabilities Act (ADA) became clear in the 10 years since the bill's enactment. "The Final Report of the Presidential Task Force on Employment of Adults with Disabilities" is a report created jointly by 14 departments summarizing issues and suggestions of policies and programs that the United States has set for employment of persons with disabilities. "Enforcement Guidance: Reasonable Accommodation and Undue Hardship under the American with Disabilities Act" is a document by the Equal Employment Opportunity Commission (EEOC), which explains reasonable accommodations and undue hardships with specific various case examples. The President's "New Freedom Initiative" summarizes the outline of various new policies in the United States.

The document systematically covers the tips and tricks of interview and communication gathered from knowledge and information about counseling techniques, social case work, psychiatric interviews, etc., from three viewpoints: "formation and reformation of a trust relationship": "promotion of the client's self-awareness": and "support for solving problems". And all of which can be useful for all experts supporting employment of persons with disabilities. The document also includes themes such as client's decision making, emotional control, schizophrenia and depression disease control, and cooperation with client's family.

The effects are verified as to various aspects including the status of environmental arrangements within workplaces that enable employment of persons with severe occupational impairments, the resolution of occupational problems and restrictions, the satisfaction level of disabled persons toward their work life, and the feelings of burden at the accepting sides.
